We are dedicated to creating opportunities for individuals from vulnerable communities to break free from the cycles of poverty and inequality through access to higher education. This vision transcends borders, embedding hope, empowerment, and meaningful change into the heart of society.

UPAEP University was founded in 1973 as a project of the people of Puebla, led by the youth who at the time decided to make a difference and undertake, for the sake of freedom and university autonomy, an endeavor that has been realized in what UPAEP University is today: an institution committed to the search and dissemination of truth, aligned with Christian humanism.

ABOUT UPAEP FOUNDATION
The UPAEP University Foundation is a non-profit organization that serves as a strategic andinstitutional representative of UPAEP University in the United States. Its purpose is to support the University’s mission by promoting access to education and advancing social and economic mobility through UPAEP’s educational model.
In 2011, the Board of Directors of UPAEP University Foundation entered into an agreementwith Communities Foundation of Oklahoma (CFO) to establish the UPAEP Administrative Fiscal Sponsorship Fund as a permanent component fund of CFO, as well as the UPAEP Foundation Endowment Fund and the UPAEP Rodolfo Carvajal Scholarship Fund, an invested and permanent fund held by CFO.
CFO is a 501(c)(3) publicly supported charity (Federal Tax ID 73-1396320) and serves as the legaland fiscal administrator of these permanent component funds. This structure was designed to support the charitable goals of UPAEP University, with CFO providing oversight to ensure that the use of the funds aligns with donor intent and the University’s priorities.
The UPAEP University Foundation is governed by a Board of Directors, which is responsible for providing strategic oversight, establishing philanthropic priorities, and guiding the Foundation’s overall direction in alignment with the mission of UPAEP University.

DONATIONS AND TAX INFORMATION

All CFO–UPAEP funds are permanent component funds of the Communities Foundation of Oklahoma (CFO). As such, CFO is responsible for investing and fiscally administering these funds in accordance with donor intent and UPAEP University’s priorities.
1. UPAEP Administrative Fiscal Sponsorship Fund: Fund to directly support the UPAEP University initiatives.
2. UPAEP Foundation Endowment Fund: Donations made to this fund are invested to generate long-term income. The principal remains intact, while the investment earnings are used to support the University’s initiatives and help ensure its long-term financial sustainability.
3. UPAEP Rodolfo Carvajal Scholarship Fund: Donations made to this fund are invested to generate income. The principal is kept intact while the investment earnings provide financial support for students' participation in international programs.
Donations to CFO–UPAEP funds are made to the Communities Foundation of Oklahoma (CFO), which serves as the legal and fiscal administrator of these funds. Contributors may give using several methods, including:
  • Debit or credit card (Visa, MasterCard, American Express, Discover)
  • Marketable securities
  • Wire transfer
  • Check
Checks should be made payable to Communities Foundation of Oklahoma. Please include thename of the UPAEP fund you wish to support on the memo line (for example, UPAEP Administrative Fiscal Sponsorship Fund).

Donations to CFO-UPAEP funds are overseen through a shared accountability framework involving both the Communities Foundation of Oklahoma (CFO) and the UPAEP University Foundation, each within their respective roles.
Communities Foundation of Oklahoma (CFO), as the legal and fiscal administrator of the funds, is responsible for financial oversight and regulatory compliance. CFO ensures that funds are managed in accordance with donor intent and applicable laws, and provides public access to financial and governance information through its website, including:
  • Audited financial statements
  • Annual reports
  • Financials, Policies, and Publications
  • IRS filings reported by CFO
UPAEP University Foundation, as the institutional representative of UPAEP University in theUnited States, supports transparency and donor accountability by providing annual reports on institutional relationships, activities, and outcomes
Together, this structure is designed to protect donor trust, ensure transparency, and upholdthe highest standards of governance and stewardship, reinforcing public confidence in the responsible use of charitable contributions.
